Lateral move when you are the problem = buying time;
lateral move when the firm is the problem = accelerating career
When associates lateral to our firm, especially from a more prestigious one, the question is always why. Sometimes you learn the hard way that the associate must have been pushed out of because of work product issues. Good legal work is good legal work. The next firm is not going to be OK with sloppy work product or non-responsiveness. Some attorneys are lucky enough to shift to a practice area where their weaknesses are deemphasized. For example, if an attorney is struggling with persuasive writing, they may do better in a transactional practice. Work product issues will generally resurface until you solve them or get past them.
Lateral moves that involve a change in practice group or specialty can be very positive, speaking from my own experience. 😊

In my experience, it really depends on the kind of lateral move you make. I’ve seen exactly what you’re describing—sometimes it works, and other times it doesn’t. I think whether a lateral move accelerates your career largely depends on the company you make that move to.

Yes you’re right.. it’s a bit hard to assess before the move!
As with many things, it all depends on the facts and circumstances. People have made lateral moves to shift focus, or even because they felt they were getting burned out on too much of the same thing over and over. If someone makes the most of it, a move like that could reinvigorate a career.
