Normally no, but right now I have a grad student helping me with my therapy so it gives me lots of extra time to do paperwork, work on projects, etc. It's been really nice.
We have the same prep time as classroom teachers- 50 mins 5 days a week plus 3 25 minute duty free times a week. We are expected to get it all done or do it outside of working hours.

No. My plan time is chopped up because we only have myself and a part-time teacher. I am also expected to help with elopement and behaviors. And I'm now in the elementary school setting.
As Sped teachers, we are supposed to have the same conference times as gen Ed teachers and take our lunches outside the walls of the unit but 90% time it doesn’t happen due to issues and being understaffed. You need to express the need to work on ARD paperwork. It is a priority. Progress notes are important because they keep the system and parents updated on the student progress. At my district these go alongside actual report cards with grade updates every six weeks.
It's worth the ask. Do you have paraprofessionals? Are the kids able to work independently?
We are paid for four extra days each year to allow for the paperwork. Because of that the admin keeps adding extra duties to file our "extra" time.
