Role and Promotion has no connection. C2 promotion needs a minimum of 4 years of overall experience.
Though the criteria for promotion is 4 years, it depends on your project manager to actually get you promoted when the promotion window opens.

I have 7+ years of experience , and my C2 promotion has been pending for 3 years.
So I wanted to find new ways to get promoted.
Thinking of requesting for C3A directly.

No, you can't skip C2 and get C3A. Getting C2 itself is a tiring job, there is no value for work here. As I mentioned earlier, it all depends on your rapport with your manager. If he/she wants you to get promoted, he/she will recommend you. But you have to let them know that you are willing to get promoted. Also, the last 2-3years bands should only be A/B, C doesn't get you promotion.
The workflow for promotion is your speed manager has to initiate it in speed(it can be done any time of the year even if window is closed), speed reviewer has to approve(can be done any time), Project HR and Corporate HR has to approve (can be done only when the window opens). Additionally, when the window opens- Reviewer/SDM gets an excel for offline recommendation, this has to be given by them for HR to approve and to actually get you promoted.
If it's already initiated and pending, check with HR and reviewer if they can consider the existing initiation and just recommendation would work when the window opens?
Note: The recommendation window has been closed for 1.5 years, someone who actually got promoted was last in Dec 2024 since then the window has been closed.
