Does EY Oceania really get 12 weeks pto per year ?

Infosys offered 22LPA (15% variable) + 1.25L joining bonus.
HCL offered 23LPA(10% variable).
YOE : 10.6 years.
Please suggest which one would be good from your experience and let me know to get better offer.
