I would say that the SF job sounds like it would be more stable, while the Miami job sounds like it's more fast-paced and there's a potential for more growth. It depends on what's most important to you, and what your career plans are. Congrats on both of your offers!
If this is your first job, I think it'd be best to start at the well-established agency to learn the ropes while immersing yourself in the industry. The job in San Franciso seems to offer the mentorship and exposure you'd want to be equipped with. All the best!
Have you worked at an agency before? If not, the larger one might be a good start so you can get acclmiated with the systems and processes that might now be as well established in a smaller firm. Congrats and best of luck!

Guess I'm in the minority here, because I say go for the Art Director role at the smaller agency. That would be more exciting with better opportunity, IMO. But I am one who likes taking risks, so maybe I'm not the best person to weigh in.
