Safe is a rigid way of scaling scrum. Scrum is a team level way to apply agile. Agile is a mindest. PMO is almost always some larger scale management of waterfall project and vendor mngt. OKRs are a way to do strategic vision setting and drilling down to make it realizable.
Accelerate is a great book that has some real science behind it if you are interested.
Operational excellence can be achieved with all of these methods. Everything will come down to your organizational needs and structure as well as the leaders/change agents. If you hope to adopt a framework to facilitate agility in your Org, please learn the agile principles. Know what each role is responsible for and create a unified front. As mentioned above a great book for understanding DORA metrics and their use is Accelerate. I recommend several other books as well. Start with why, the coaching habit, actionable agile metrics, measure anything, Deming: the new economics, continous delivery, modern software engineering, team topologies...just to name a few
Try reading through the case studies. Try to see pattern. Start with John Deere 2018/19 they start with SAFe then moved 12/19 to Scrum at Scale and had a blast. Read both studies and see their journey.
