Why do people accrue prepaid expenses?

I'm currently on implied status in Canada (applied for an extension before the expiration date on my OWP), but lost my job two months ago. I'm actively applying (and interviewing) for new opportunities. What's a good time to mention to a potential employer that I'm on implied status? Interviewed for Meta exactly 2 weeks ago today. Contacted the recruiter last Tuesday and they said they were waiting to hear back from the hiring manager to discuss the interview results. Received an offer for non- tech CCM role and wondering if I should accept. I feel like I was lowballed and downleved despite having 6 YOE (relevant but not in tech). Not sure it will be beneficial to leave my current role for this offer to get my foot in the door.

I’m at the cap for salary at the level/role and can’t negotiate offer any higher.

a) the amount of automations isn't the amount of saved time
b) the amount of saved time is hard to be tracked for a single automation
