Sign on bonus clawback

"In the event of your resignation
or termination, for any reason whatsoever, from the company prior to the completion of one year from the date of joining that you shall return the entire Bonus to the company"

This means , I cannot even resign before 1 year and serve notice period. I.e resign in 9 months and serve 3 months notice. Or only resign after 1 year

Anyone faced this situation

I have never been told about a bonus and haven’t gotten one yet for the previous fiscal year that ended In July. Qualified Dividends: I’m expecting $650-$750 qualified dividend in 2021. Salary and base about $250 total. Questions: what tax rate will the qualified dividend be taxed at? The 15% or 20%? My joining date mentioned in IBM Offer letter which I received just a while ago is second week of November, 2021. However, I have 90 days notice period. It also says to accept within 3 days and a clause is written that joining date can be revised only till 5 days. Will ibm revise my joining date ? I am very anxious it's too late so I cant even call recruiter.
