I’m not sure how these things are related? Background checks are taking 3-5 weeks depending on the states checked (US).
As to the second part of your question in the next 2-3 years most of these firms that are rapidly hiring now are likely to make some cuts and that will drive job competition. So take the job you want do well and don’t worry about future competition
I’d say stay if you feel it’s safer
Even if you don't survive the probie period (which... don't count your chickens before they've hatched, sure, but also don't assume the worst), take that new base pay rate to the next opportunity. Chances are money alone was not what made you want to leave your current role, and staying for still-less than you were offered in this new role won't make you less unhappy. Last I checked, the stats on people who accepted counter-offers was something like 90%+ still ended up leaving within 6 months (because money was never the only issue)
