Most of my banking or consultancy friends have had their hiring moved to August/Sept.
But Citi is also a massively dysfunctional organization, so who knows with them. They could honestly be about to report layoffs and a hiring freeze. They’re not the most transparent or efficient about dealing with their employees.
Definitely contact HR (they’re too few of them to handle recruiting well). Citi has advertised well that they will keep their hiring promises so I think it should still be good, it’s just remote access is complicated to set up so your friend’s start may be delayed.
Citi HR drops the ball sometime. There may also be a hiring freeze that is not widely communicated with applicants. However, July is a bit away, so my guess is your friend will likely be fine.

Does he have an agreed start date in July? If so, there is nothing to do until Citi tells him otherwise. Silence usually means there is nothing to say.

If he has a signed offer letter then it's going to be a remote start. There's a hiring freeze in place as well but they are honoring all the offers that have already been extended.
