If you are doing design only, with no strategy or wires, I will charge a minimum of 4K. Taking into consideration is only a home page, most likely, they will ask for more, and that will give you room to negotiate.

I would research the market rates for similar projects. Check job postings and freelance websites to see what others are charging for similar work. This will give you an idea of the current market rates and help you determine a fair rate for your services.
I would also consider the client's budget and expectations. If the client has a limited budget, you may need to adjust your rate accordingly. On the other hand, if the client has high expectations and requires a lot of revisions, you may need to charge a higher rate to compensate for the extra time and effort.
