HR is often the catch-all, so this mindset does not surprise me at all. However, certainly overwhelming for someone new to the field. How many locations/employees? Do you think it’s manageable while learning from the ground up? A bit worrisome that he’s ok with relying on “searching things up”… Is he willing to invest in continuing education for you and outside counsel if needed?

That sounds like multiple roles in one. I would clarify scope, priorities, and resources before accepting. Being a department of one can be empowering, but only if expectations are realistic.
Pt 2. When I asked who would essentially train me they told me he (the president) would and that he believes there is nothing you can’t search up. (Lol)
