Is there any limitation or chances of facing issues on Not having laptop with me(for other exit clearances).

Attended interview in hexaware, selected and completed CAF form. HR mentioned that it's sent for approval. But it's been a week and didn't got offer letter.
In general, how long it will take for approval of offer letter and get it released?

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? The contrarian in me makes me think this is a decent indication that housing market will stagnate (or increase minimally) for a few years.
