I want your suggestions what should i tell them yes/no also can i tell them the offered ctc?

I went through a pretty rigorous interview process for a marketing project manager but ultimately wasn't given job. Though most of the feedback was positive, the other candidate had more direct experience with the job responsibilities (digital assets, social media, etc.) My job/company dabbles in digital but it's primarily traditional media. I’ve accepted an offer from a firm. Had to revise my joining date and the HR sent an email confirmation for the revised doj. I received an onboarding portal link from another HR, on their portal it’s mentioned my joining is in January which is even earlier than the joining date I received before on my OL which I got revised later on. The HR isn’t even reachable, they don’t reply to mails or pick calls. Don’t know what to do.
