When I ask to hr guy he said it is equal to Manager level. But title will change department department. Is it true? B7 is manager role ? What is CDIO department in Natwest. Please clear my doubts

Question! I just moved(transferred) to another team of my company and received new title, graphic & creative services. I was a senior graphic designer at the previous team. What do you think about my new title? Compliance question here, I have always thought of the SALT deduction on the fed return as a perm item & have treated as such in such sch M-3. I see that some people put it as a temp on sch M-3. What is the justification for treating it as a temp on the M-3.
