I have cleared all rounds of interview with PWC US-AC Bangalore. Had salary discussion too and HR shared the CTC breakup on mail. But i have not received and offer letter yet.

Since last one week HR is telling there is some issue with workday portal and she will share it once it is fixed. Should i believe it or is it just a deliberate time delay to look for other candidates ?

Any tips on how to negotiate for a better pay? My hike is due in the current organisation. They are not even agreeing to match that hike
