You don’t have that conversation. Interview and get an offer first. Then go to your CD with that offer and see if they can match. If they can’t, take the offer.
You can make it clear to them by finding a new job and handing in your two week notice.
I wouldn't... If you already talked to your manager/CD about your workload and explained you'd like a raise (based on performance and responsibilities) and nothing happened, I'd go find another job. Once the other offer is on the table, talk to your CD. Just be prepared to leave.
Wait, why are you trying to get out? If people above me were leaving, I was the only AD, and got to work on multiple brands, I would be thinking “I have so many opportunities to get produced work in my book.” I’d shift all the energy I wasted interviewing back to my work, for at least 3-4 months. Make my book better. Then try again with interviewing. (If the agency didn’t have more money for me by then)
Don’t underestimate the mental shift that happens when you pursue opportunities elsewhere. It’s really hard to shift back. Mentally, no matter how good the $ is. You start to gravitate back to the reasons you are unhappy (beyond $) unless the org and support and work changes and aligns with what floats your boat, professionally.

if you tell that to your CD, they are obligated to go through a process with HR that involves shutting you out of projects.
do not have that conversation with a superior first. get the job offer first, then approach your boss and say “you’d love to stay, but the money is an issue. is there any way to help make it work here?”
be prepared to leave, but that lets them start the matching an offer process.
Over the past 6 months the company has slowly declined with at least one person quitting every week. Our creative department is very small so I work on a lot of brands. I am also the only AD on most of them. I’ve asked for the promotion before but was told we have no money so i want to make it clear to them I can’t stick around anymore
I’ve interviewed and already been told no by 6 places so I’m feeling very mentally drained by interviewing. I’m at a low point which is why I’m considering this
What exactly are you hoping to achieve by telling your CD? It sounds like you already received the answer that there isn’t funding available- so don’t be surprised if they tell you not to let the door hit you on your way out
Yeah. You've tried, they've said, "No". From what you've described, you're on a sinking ship. Continue trying to get off it. If you need a break, SP1's plan isn't bad.
Don't bother trying to leverage more out of your current company. When you get the offer, leave. Don't offer them the opportunity to counter. If they ask for the opportunity, make them beat (not match) the offer. They won't.
Do not ask for and do not take a counter offer. Don't stop looking for new opportunities. If you've gotten 6 No's, that just means you're able to get through to interviews, etc, which is a good indication that people are interested in bringing you in to talk. Something will work out. Many people are looking for jobs, it's a process. Don't give up.

Money frees up when you threaten to leave. It’s an annoying process, but you’d be surprised how fast they can find some money if they really want to keep you
