How do you ask for referrals when your firm frowns analyst recruiting for exit opportunities?

I am working as SAP BODS developer which is a GUI based ETL tool , at EY GDS having 1.3 years experience.
I wanted to shift to data engineering based on cloud technology, so wished to get guidance on what things to learn and is it possible to get into this role in other companies.

I applied for a job at Visa and was contacted the same day. A few days later I had a 30-minute screening interview with the hiring manager. I knew I was very early in the process since the job had only been posted for a few days. It's been 3 weeks and I haven't heard back, even after reaching out to the recruiter. Have I been ghosted or is there still hope? Does anyone at Visa have insights? Looks like there are a ton of jobs posted so maybe they are just backed up?
