In simpler terms, TC is the absolute starting point for negotiating raises going ahead, ignoring any discount you are willing to take due to a firm’s brand value or for acquiring skills in a specific job ladder.
Yes, everything that you get paid for in some form of “cash” or asset. Commissions, bonuses, RSU that can get sold for cash, etc. I would not include benefits though.
Don't include signing bonus - think of it as something that's proxy to the bonus you might have received in your current company.

We use base/bonus/stocks, and anything that’s a recurring year you year.

Need not be recurring. One can simply revise the TC down if the absence of non-recurring payout in the following year isn’t fully covered by increase in base / stock price or annual raise.
Sign on bonus should not be included in TC… should only be recurring comp.
Sign on bonus is 2 years and gets adjusted with RSU post year 2 so that’s different. You’re essentially trading sign-on with the promise of more RSU to make up for the dip in comp.
