I think they are but you probably know as well as anyone it’s a good tool for companies to have if they want to slowly cut away certain employees. With that in mind I embrace mine and make sure I bring all the good stuff I did and what good things people have said about me that I can prove and show to have that documented by the company JUST in case anyone ever tries to be funny with me.
Its not bad if you look at it in a way to uniformly check in on progress and development of staff and if they are meeting their training and development plans especially with more junior staff. Also as PE1 mentioned its a good way to try to filter people out of the company. If a bad worker gets reviewed a little more often I think the company might be afraid of the claim of targeting/discrimination or something.
