Confused about long term capital gains tax rate - are the brackets for how much capital gains you make in a year, or are the buckets determined by income?

Ie. If my income is over 40k do I pay 15%? Or do I only pay 15% if I realize >$40,000 in long term gains in a year?

If your taxable income is over 40k, you are filing as single, and you recognize $100 of LTCG you'll pay $15 of tax on those LTCG. If your taxable income was 39000 you'd pay $0 tax on those LTCG.

80k is threshold for mfj in 2020.

Where are After-Tax 401(k) and employer contributions tracked by the IRS? It doesn’t look like they’re on W2. I know the employer + employee contributions have a $58,000 max for 2021. If I worked at two companies and had match + Roth + After-Tax exceed 58k, how would Uncle Sam know?

I have $200K in betterment for automated investing (eg 90% stock 10% bond) and use Personal Capital to track all my accounts. Recently personal capital approached me to use their advisory service to manage the investment - the fee is 0.89% vs. 0.25% at betterment.
