^ agreed. It’s a lot of money but it’s also what you love to do (cook and enjoy high quality food). OP sounds fiscally responsible so sure you could lower expenses but it doesn’t sound detrimental to your current life.
In my household in Manhattan, groceries are about $400/mo per person ($800/month total). Eating out is another $800/month. Delivery about $200/month. So my total is $1,800/month.
Are you shopping at Whole Foods and only buying organic? Switch to regular (non-organic), stop buying prepackaged snacks, and stop buying gourmet everything.
Also, are you two overweight? The best way to lose weight is to eat less, and it’ll have the bonus effect of cutting down your grocery bill.
I personally separate groceries from my socializing/entertainment budget. I consider going out as a form of entertainment. If you think a restaurant is simply for sustenance, it’s better to stay home and cook your own dinner.
I budget $1,600/month for all entertainment combined, which means comedy clubs, restaurants, movies, concerts, theatre and cocktails. I often pay for my S.O. or my friends.
My grocery budget, for myself, is $400/month, and my takeout/delivery is around $100/month.
2 to 3k / month. Family of 4 including Costco, grocery, food delivery, and restaurants.

Wow. That’s twice as much as my family of four spends. And I think we spend too much.
Really depends on your income and priorities. Eating out also is often a social activity. My wife and spend a similar amount to your number and we feel like it suits our lifestyle and we’re comfortable with it given our incomes. We don’t have children and a large part of our lives invokes social events with friends in the city or doing meal kits together. Don’t beat yourself up! If it’s within your means and you feel like it adds to your life, just start there.

That’s a lot for two people. Mainly the groceries seems excessive. Idk. My husband buys the groceries. But I don’t think we spend that much. I could see the eating out being $1300. We limit fancy dinners to once a month unless we go somewhere with friends(one nice dinner for just us). So our eating out might be 800-1000. That said I only spend about $3-4 on lunch. I cut my lunch spending way back years ago when I was losing weight and kept it up.
I remember my mom spending 200-300 week on groceries in 1990s for family of 4 which inflation calculator says is $440-650 week in today’s $$

I'm sure that you'll have no issues cutting without significantly impacting your happiness. In the end, food is fuel. You can still eat healthy and be frugal despite those suggesting you have to spend a lot of high quality food.
Since people are sharing, for me personally, I tend to average $70 - $80 a week on groceries. I'm not even the most efficient about spending. For instance I'll buy fresh pre-cut washed fruit just for my coveinece. Don't eat much for breakfast (Greek yogurt, granola, banana/berries, cereal with 2% milk, etc).
In terms of spending for going to lunch, I probably average $30 to $45 a week (3 to 4 days), which is mostly for grabbing something by the office or when I'm out and about during the weekend.
I've explained this is in similar threads about food spending, but I don't include going out with friends and drinks in the some budget as my grocery/eating for lunch budget. It quite frankly does not make sense because it's not a typical spending category for me. I put all that into an entertainment budget.

We are around 1500-1600 for family of 4 but part of the reason probably is some food waste. We get groceries but then end up not cooking sone of those things for various reasons.

That’s pretty outrageous, good thing you guys can afford it but anything over $1600 for 2 people is just glutinous a little. I personally always try to live below my means and give the rest to those in need.
I think my bf and I are around $800-$1000/month. And that’s with us being totally into fitness and having an increased calorie intake. We barely eat out, always pack lunches etc, so that helps. If you’re looking to cut back, maybe meal prepping would help you budget.
