I've seen people say that if you're underpaid, you can't just outline your contributions because your manager needs a compelling reason for finance to bump your salary and they need to prove you're underpaid. So how do I present my case that I'm being underpaid other than "my friends make this amount in their role" or "Glassdoor says this" when finance can find rebuttals for these arguments?

Currently I’m a team lead and manage about 8 technicians, my promotion will be to a regional service delivery manager, and I will be managing over 30 in 3 locations. I went from a tier 1 engineer in managed servers to team lead with about a 10k increase in salary.I’m thinking about a 15k increase this time from 65k to 80k. I applied for another GS07 job, was accepted, I took it, but I believe I can do better. I have a master’s and have extra graduate research experience. HELP! I’ve been contacted by a small private security firm who wants me to be their “on call” counsel. They describe it as a lot of contract review, drafting NDAs, etc. but also being there if/when they need to license a vehicle, defend civil suit, etc. It’s overwhelming but sounds like a really great opportunity.
