It's a relief to hear this is happening to everyone else. I have applied to 150 jobs & only made it past the 1st round 3 or 4 times. The job market is absollutely insane. I've given up on applying for now so I can enjoy my summer at least.
As a former recruiter, I can share that I would get tons of messages on LinkedIn. On top of doing my own outreach, running interviews, extending offers, etc. they may not always get to you right away. I would follow up with them after a couple of days if you don’t hear back, persistence is always a good look. :) Also, try to make your outreach stand out - use their name in the subject line, make the subject line a question, open with something that shows you did research on them or the company.
Something that helped me get to a first interview was reaching out directly to the managers of the teams I was applying to. If you can get the hiring manager onboard, you’ll hear from the recruiter much quicker.
I was in the same boat myself so I know how frustrating it can be. Keep pushing forward though, you can do it!!
So it really depends on the business. There could be things happening internally that they’re trying to sort out before making a decision. But if it’s been that long, I would follow up with the recruiter first. They’re usually the one to be your main POC. There are times where the hiring manager will just punt it back to the recruiter anyway. If the recruiter ghosts, then I would reach out to the Hiring Manager. :)

What are your total years of experience and current title? Do you have a bio that describes the work you do and do you have a good headshot on your profile? Have you tried applying directly to jobs through the job search section on LinkedIn?
I think headshots are a must on a LinkedIn profile, if not it seems as if something is being hidden.
Super frustrating. I’m in the same boat. Highly qualified, LinkedIn and resume are up-to-date and have all of the key words and key information. Yet the only interviews and jobs I’ve ever gotten were from my grad school network or being directly headhunted. Never from applying directly either via LinkedIn or a company’s direct career website. I think times are just changing completely when it comes to recruiting and hiring, whatever that actually means.
Keep trying and be persistent. I put out no less then 50 applications and had 3 screening interviews before I got to a real interview and was offered an internship.
What job market are you applying for? I always remodel my resume to match the company I am applying for and their values.
Try reaching out to people on the teams you’re applying for as opposed to the recruiter directly. They probably get fewer messages, and have more of a lock on what’s good for their teams. Give a short (emphasis on short) blurb on your skills and ask if they’re willing to have a quick chat. It’s especially good to target anyone that posted about the job opportunity directly if possible!
Depending on the job and level of position you’d be entering into, like another CPA firm there may also be referral bonuses that current employees could be incentivized to receive if you can find someone to refer you.
