Depends on how far away from retirement you are. If still a long ways away, nothing to worry about. Don't panic sell, time in the market beats timing the market.
Keeps buying now don’t wait. If anything I would drop that international fund allocation, just look at the previous returns. I’m 28 100% invested in FXIAX in Roth and a similar fund in my 401k.

401 K is not a gambling account. Before you can withdraw from it without penalty, there could be massive recessions , wars and what have you. So I’m not sure what exactly are you waiting for. Timing 401k defeats the entire point of 401K
I think the right implication of “don’t time the market” here is that you should take your portfolio and allocate it however you think is best as if you were starting today. The fact that you have lost money on that first index fund is sunk cost
Yes no point or reason to wait. Just keep putting more in frequently, you’re 30 by the time you retire all this current chaos will be moot.
Did you mean to write FXAIX? I just Googled to confirm. That replicates the S&P500, which is a common diversified approach when far from retirement.
Everybody has lost money in the stock market in the last few weeks (unless they had some obscure approach). All major indexes are noticeably down. Don't make hasty decisions based on that
Leaving a large amount in a low cost fund like FXAIX is a pretty standard approach. If you want to sell a bit and move that to an international fund, that sounds reasonable.
You got unlucky with the timing but seems like you took a typical path. Don't beat yourself up over it. Continuing to hold mostly FXAIX for the next decade+ would also be reasonable. I rarely check my 401k. Who cares if it's up or down today?
