I feel you should put your resignation and wait till offer form current company, if you are satisfied with current company's offer you can take your resignation back or move to better offer from other company
You should not have accepted the retention offer the current company provided.
Never ever stay when u put paper. God know how they gonna treat u from now onwards..
Never believe on verbal confirmation anytime. Companies always makes promise for promotion, onsite and increment for retention but back off when you plan to stay back.
Get everything in written through official resource and then only make decisions.
Try to look for other opportunities and put down paper again. This time be confident in moving out and mention about the betrayal in HR.
