She actually started last week right after the last pay period but I guess she only got paid for last week since this week is completed today.

Is this uncommon? Every employer I’ve ever worked that does bi-weekly pay does it this way. Pay is every other week, a week in arrears.
Semi monthly is usually done the opposite.
Pro
Most employers who use bi-weekly do not reduce for the 27th check. It’s actually more like every 11 years. Weekly pay results in an additional pay period every 6 (i.e. 365 days is 52 weeks and one day so expect a 53rd week every 5.5 years). Two weeks occurs over a full 11 year cycle.
Way too much shit from employees for something that increases payroll costs something like 40 bps in additional payroll over the long term.
