Hi, I'm leaving Citi in 2 months.It's hard to make this decision. I have an offer from a small startup.In citi, my previous experience was not considered and was reskilled to different tech which is the reason for change.I don't like to exit citi. As I like the company so much.But considering my current knowledge,I am in the middle of the sea.I am afraid now that the new company's offer would be revoked due to this recession?Or can I take back my resignation in citi before the last working day.Is this wise decision?

This is a tough situation, but as m1 said, could really be a good thing for your career. First, you should feel pretty good that senior leadership is trusting you with this. Also, high visibility projects is where you become known.
I would start at the very beginning. Make sure you understand the scope and leadership expectations. Be sure you know what it takes to deliver. Once you get that down, figure out the status of the project as m1 suggested. Understand your resources, review past deliverables, interview peeps on the project team, listen to their concerns. Sounds like you’ve done a lot of the analysis already. Even if your leadership hasn’t notified people you’re taking over that won’t excuse you for not getting some traction. Take the initiative to take action on all of the above. Also, figure out your key stakeholders and be sure to report the current state and figure out a cadence to communicate progress, escalate issues etc. Don’t undersell how effd up the project is. Also, they’re absolutely going to want to understand your milestones and dates. Have all of that ready.
As you mentioned above. Take it over and run it like yours. Don’t wait.

I basically needs ideas on how to manage political minefield when I have zero support so far. The interim role will be over soon but I do not want to ruin my working relationship with my peers too.
In what shape and phase is the project you are taking over?
This sounds bad but could also mean a wonderful opportunity if the project is not a ruined one already.
The program has to be restructured. We have a lot of performance issues and attitude issues with the team working on it. There is skill gap as well (when I completed my analysis).
And I can't do much about it as the team does not know that they will be reporting to me to set expectations.
Should i just take it over and run it like its mine?

I say that because it is the nightmare projects that made me who I am today. Make sure you do your meditation/exercise/walks/naps—what ever it is you do to stay centered and calm. Take deep breaths. Everyone probably knows this is a challenging spot so just stay calm and keep delegating!
