Company?
Same thing happened to me for a large hospital chain. It was a fully remote position and no where in my state to even stop by as far as an office goes. I was supposed to receive instructions on where to pick up a company laptop prior to start. I reached out to the recruiter many times and through the process they wouldn't give me the execs contact info that I'd be working with and that he would give it to me after started so I couldn't reach out to him either. As luck would have it a better job also offered me a position the day before I was to start and because of this I took it. I left another message with the recruiter that I was backing out, because again no answer from her. The day I was supposed to start about 5 hours in I got a call from the exec asking me if I found the laptop and I had to explain the whole situation and that I backed out of the job because of it. I felt bad for him because he wasn't a part of it to some extent and they had originally waited an extra 2 weeks for my start date on my request. But it was so poorly managed that even if I didn't get the other job I would have said no to this one.
Sadly, this is not unusual in my company. HR Professionals are overwhelmed with the 2-in-1 job changes of the last decades, and though they do their best, new employees often don't get the actual hire letter with orientation instructions until the business day before they start. A good manager makes sure that the potential employee has all the information ahead of when that letter goes out; very busy managers with different work styles aren't so great at communicating that information very well. We've definitely had new people show up at this building when they were supposed to be at a company orientation in another part of the city. We just tell them not to stress, they'll still be accepted and send them along. But it's not a good look.
