Quite possible. They could also be badly organized. You won't know until you know, unfortunately. Hope it works out for you.

I guess there’s nothing to do but wait and see but has anybody had this experience? I would rather know I’m not who they are going with than keeping my hopes up. Ofc itd be great if an offer still came through
They could be waiting on budget updates or something unrelated to you as a candidate. Hang in there!

Honestly...I think you should move on. Hopefully, you are continuing to search and apply to other jobs. As an HR manager, I don't appreciate that applicants are left hanging.
Stay resilient and move forward in your search. This seems to be the climate now. Stay positive. It isn't you, it is their way of conducting business. Do it better!
Make it a practice to ask during the interview “what is the turn around time for someone you would extend an offer too ? “
Or when should a candidate expect to hear from your team regarding a decision??
I think it’s common courtesy to not leave you in the dark.
Could be that. Also they might not be willing to choose one candidate out of one and they are trying to find you a competition
After 2 weeks and an unanswered follow up I just move on. If I was their choice there would definitely be more communication.
Or hired internally.
