At least where I have worked, a lot of people are OOO during this time of year so hiring slows pretty drastically. It will pick back up in January or February!
Not uncommon at the banks I've worked for to slow hiring or even pull reqs and institute hiring freezes in Q4 (especially towards the very end). Just stay on it.
I agree Dec is a slow month with people taking vacations, you may see some pick up in the new year
