Having a more recent certification or coursework may help with showing you’ve stayed up to date with the field and best practices. Labor laws and best practices change a lot over time, so while your educational background is a great foundation, if it’s from 10+ years ago it likely won’t be enough on its own to make up for being out of the field.
What types of HR roles are you applying for? Depending on what you did in Social Services, I’d imagine there are a lot of transferable skills for some roles (ex. people-facing, ER types of responsibilities), but for other roles you may need to take additional steps to demonstrate your continuing abilities (ex payroll certification)
