I have recived a call from HR regarding the salary offered & she told that we are offering that salary. I have accepted offer & told her to explain me the breakup of CTC, she said she will call me back but i have not received any call from last 2 days & I have tired to call & also mailed her but no revert.

That is so out of touch. Cost of living has changed so much, and $58k does not stretch like it used to. Honestly, I would start quietly looking for a new role while you still have this one. A boss who laughs at a raise request is not someone who is going to invest in you.
". . .Invest in you." He probably won't, you're right, and thank you for being supportive.
You should not be asking for a raise “since your salary isn’t keeping up with the cost of living.” If you’re asking for a raise, it should be because you’re providing more value to the company in some way. Because you’ve grown your skills, because you’ve exceeded the expectations they had for you when you were hired, because your responsibilities have changed, because of something else. When costs increase for you due to inflation, they increase for the company as well.
Median household income in Memphis is $51k. For “non-families” (single people living alone or with others) is $38k (according to worldpopulationreview.com, which I know nothing about). So that would indicate that $58k is, in fact, more than enough to live on. But you might have to find a different place to rent, or get some roommates.
Others have said he isn’t qualified to say what you can live on. That’s true - but OP brought it up. If you bring up your personal finances in a conversation with your boss, then he’s entitled to tell you his opinion. Keep it professional. Don’t talk about your personal finances; talk about your value to the company.
Yeah, I was gonna say, 58g in Memphis is pretty do-able, then again it depends on what the job is, education, training- but as far as keeping up with the cost of living, 58g is more than most teachers make in larger more expensive cities- not saying it's right, but...

Why not give the company I worked for a try? The hours are flexible, and it pays well, but living off that amount must be very tough. Try something new

You can follow that too and live debt free.
You already know. You should look for other opportunities and see if you can get a position that is as or more rewarding. When you find it, give at least two weeks notice and do what you can in that time to help your current employer prepare for your departure. Good luck in your search.

Get your resume and LinkedIn profile updated. Watch interview videos on YouTube like "The Companies Expert." In interviews, do not say Any Thing (I emphasized that) negative about work. You are "looking for a role that is commiserate with your experience."
Start looking for another job that pays more. Problem solved.

Your best leverage is logic. He's getting the work he needs done for a price he doesn't like paying already. You're asking for the same work to be done for more money. He has to understand you're being reasonable. After taxes for a single person in Tennessee, that's $4,003 a month. Going on averages - driving a 3-5 year old car after insurance, gas, maintenance, and registration - $1,056/month

You've got $270 left and we gave you a pretty cheap car and rent and haven't factored for anything outside of these basic of basics.
If you're spending almost all of your $4,000 on rent, finding a cheaper place is a must tbh. Even if you win this negotiation, it's unlikely your salary is going to be doubled. However, that can be a good appeal to show you're trying and it still doesn't work. As in "I do realize I have to find a more affordable apartment, but even at half the rent I'm paying now, I would still barely afford to live."
The real question now is where do you want to go for a comfortable living wage, valued as a person and employee?
I wish I made that much. I do the job of 4 people plus always helping someone here and there and I am a single mother of three kids and two dogs. I asked and she said " well you want to take on more work Ill think about it"

Try leaving outside of the city a bit. And living like you make $54k instead of $80k. I support a family of 3 on 50k and we live in a three bedroom house with a half acre lot and have 5 cars. We live comfortably. Hell I just went abroad on vacation. You are overspending if you can't survive on that.
Send your request for your raise to Hr and explain why you deserve your and Pretty sure they will consider your raise.
This is what is happening with me. I go to the next job to get a higher pay, especially when I have seen many times they are hiring new people I train them, with a higher salary than mine.
Then the interviewers asking why I am leaving my current job???
