It will definitely take some time and effort to get back into it, but I know that you can if you set your mind to it. I say go for it! I would spend a lot of your energy/time now on networking and working to get your foot in the door somewhere.
I am going to give you my unfiltered and honest opinion:
Being a mom is the most important job in the WORLD! The fact that you left the profession and prioritized raising your kids speaks volumes about the person you are and what you truly value. You made the right decision and never second guess that decision.
As for getting back into law at 56 after taking a 13 year break I think the future is bleak. This isn’t a reflection on you but the stupidity of the profession that doesn’t value what you value. The legal job market is crap right now (lots of unemployed attorneys) and nobody wants a 56 year old (age discrimination a reality) and someone that has been out of the game for 13 years. Once you leave the club that is the legal profession very difficult to get back in the door. You will always be viewed as someone that didn’t want to play “the game” and it’s a hard hurdle to get over.
Now, this does not mean you cannot find something in law or working for a small firm or maybe doing part-time work. If you want something bad enough it will happen. You will just have to find the right person that is willing to take a chance and hire outside the box.
It can be… difficult.
I similarly took time off for family and Covid and returned to litigation at the start of this year. With so many technologies changing since Covid (remote appearances, depositions by Zoom, etc.) I felt like Rip Van Winkle - a man out of time trying to catch up and get comfortable with the advances in technology as well as how law and procedures have changed in the past few years (for example, almost nobody goes to court in person for appearances any more).
I actually found that the first firm was a poor fit with where I am on my career arc and ended up (fortunately) being recruited to another position that seems to be a better fit.
Getting into government is a little dicey these days if you are talking about the federal level. There is a lot of pressure to fall in line with the politics of the day even if you go for a position that is not a political appointee.
If you have some experience, probably not as hard as you think. I would try to find a recruiter in your area to work with. They should be able to help you find something.
