I think it's a really challenging market for pivots, even if you do have experience. You should definitely emphasize transferable skills from consulting, like problem-solving and process improvement, when talking about HRBP roles. How much have you been relying on your network?
I was relying on it early on, but not as much as of recent. Almost all my interviews were from cold applications, and i didn't receive any from referrals.
Look for HR Manager roles or part time roles which would include projects where your skills will be valued
I've noticed those roles tend to be more HR operations heavy. Unfortunately, that's the experience I couldn't get in consulting.

My advice would be to target contractor jobs in HR programme/project management.
If you can set up a programme, project, or build out a temporary PMO, this is still a very much in-demand skillset.
Start reaching out to CPO's/ CHROs/HRD's on LinkedIn directly, you may be surprised. Contracting will also give you a similar learning curve to consulting, but from an Operational perspective, and you will be able to increase your day rate very quickly following only a few contracts.
Just seen this, my bad! Yes, there are agencies that can help with introductions and get you interviews etc., but other than that, you can just approach CPOs and pitch yourself to them

You may get more leads trying to apply for HR Transformation project manager roles. As someone who has been in both consulting and industry (as an HRBP), a lot of recruiters and hiring managers have a bias against consultants for HRBP roles. It may have to do with having the working knowledge of employment laws and other areas of HR (e.g., compensation, performance calibrations, etc.). I had to start as a generalist before landing my first HRBP role and this is after being in consulting for 9 years.
I would try to look a change management roles, as they tend to like consultants for those roles OR look at HR Transformation roles. Another option would be to apply for an HRBP role at a smaller company, as they would be more likely to take a chance with you than a very large organization.

Yeah. I definitely feel the bias. A lot of them shut me out when I tell them I don't have experience in the operational work like performance management and comp planning since I've been a career consultant.
I've been applying to HR transformation PM roles and have relative success in landing interviews but those roles are far and few in between in comparison to HRBP roles. Unfortunately, I actually never did a change management project to be able to effectively do the work.
Look into HR certifications (ex., SHRM) and be open to other kinds of in-house HR roles to gain in-house experience.
