All the rounds are completed a month back and last week HR called and said there is a global freeze and would not be able to take immediately and asked if i am interested to wait for 2 months and further technical interviews are not needed is what she said...Is really the hiring stopped ? Client side to be safe if you end up not liking it you can always apply agency once things have had enough time to normalize and positions start opening back up. In the meantime you at least have a secure job.

I never trust companies who do “goal to hire”.
Take a look at the economy (some estimate a decade of repair ahead), and run straight for the client position.
Go for the sure thing 100% of the time in this economy. If you don’t like it, leave when things are better and say you “accepted the position because you were laid off and needed the money”
never EVER believe them when they say it's not full time now but it's the goal. It's almost always a lie. It's not in your best interests and it's in theirs. This trick is used so often to bring in freelancers. Happened to me too many times to count.
In fact - if you have an offer from client job but prefer the agency job - tell the agency job you prefer their job, but you have another offer that is full time now, which is what you want. If they really want you full time and risk losing you, they will often suddenly "find a way" to hire you full time now. (This has happened to me a few times !). If they say no, take the full time job and let the agency know you are still interested in working for them and to let you know in a few months if full time becomes a possibility.
I've been client side for 5 years and my only regret is that there's a lot more minuteae and admin work to marketing than what the agencies see. How much do you like meetings and approving invoices?
All of the above is true. If you thought agencies had tons of meetings, prepare for client side to exceed expectations. Stability is true.. id even say in my experience it’s much too stable (ie I don’t understand how so many dead weight colleagues have lasted with 10+ year careers)

Even if the agency role was full time I’d recommend client side. Resume diversification makes you more valuable. It’s also interesting work.

Take stability going into a recession and make sure you stay connected to your creativity and to others in the agency world while you’re there
Regarding the gig opportunity - why 60 days? Is there something in particular they’re waiting to get more info on?
Don’t do it.
The digital agency could also have hiring freeze (imposed by parent/holding co) so they can’t make a full time hire now.

Which has the better culture? Brighter future? If you’re a VP, then you want to lead an organization, and you may not have that opportunity at a large company. Also, if you’re looking for work in 60 days because it didn’t work out, no one is going to question it. There is going to be a lot of flexibility in hiring for the next 18 months, so this decision isn’t detrimental if it doesn’t work out.
Client side. Hands down.
