I hope this hasn’t tempted you to stay! They do that because they’re horrible and have been taking advantage of you, and they’ll continue to do so if you stick around.
It’s like this everywhere. The money is always there, but good luck finding someone willing to go to bat for your promotion up the chain... until you leave and they are looking at needing to hire an equally dedicated employee.
File this under too little too late and move on.
This is such a classic agency move. They’d rather risk losing good people than pay or promote them fairly. Then when the employees call them on it, the agencies scramble and do what they should have done in the first place. Advertising is the worst. Sorry, OP.
If you've got an opportunity elsewhere take it. If you don't I'd take the title and paybump and start looking for the new gig anyway

You called their bluff...now ask for $25k on top of the title...
Honestly what you should do, is go to the new place, then come back to your original agency a year later for an even better title and ask for a ridiculous number. Someone will remember you fondly and you’ll get it. Don’t ask me why it works this way. I blame shitty bosses and holding companies.
You are good enough. They weren’t good enough to recognize and reward that in a fair manner. Say goodbye and don’t look back! Believe me if they’re doing that now, they’ll continue to treat you as a line item instead of a person even after the promotion.

If you have another gig, go. If you don’t, take the promo and the raise and then find a new gig at a higher level and pay.
It sucks but that’s every company these days. You get what they have to give you, not what they should give you
