Firing for cause typically does not include severance (through they may be required by state employment law to pay out your accrued PTO and sick leave).

I see companies framing non-compliance as employee-driven (i.e. you are choosing to end your employment by not complying with the requirements for at-will employment). So in most cases you will not be eligible for severance because you are the one making the decision not to work there anymore...
