Not if you are employed in an at-will state. Firing for cause typically does not include severance (through they may be required by state employment law to pay out your accrued PTO and sick leave).

I see companies framing non-compliance as employee-driven (i.e. you are choosing to end your employment by not complying with the requirements for at-will employment). So in most cases you will not be eligible for severance because you are the one making the decision not to work there anymore...
No but you can collect unemployment.
