Request funding for courses, workshops, or conferences. Since you're in law, you could definitely make use of some of these which I know from my wife's story are really expensive to pay for on your own.
You should ask for two workdays a month where you get to spend one workday each month pursuing personal projects or learning new skills unrelated to your job role. And you can spin it off as 'it can foster creativity, innovation, and overall employee satisfaction' for you :P

Oh heck no. If raises aren’t “in the culture” I’d be looking for a new job. Many companies give yearly merit raises. So, these guys just expect you to keep working for the same exact salary for years despite inflation and increases in cost of living? Yea no thanks. The city I live in and my lifestyle does not support this “no raise culture.” Good luck retaining employees with that mindset.
Going to out of state conference
