If you're really interested in the place and you got positive feedback from the recruiter otherwise, I'd reach out. I've done this before and gotten a job the second time around.
This happened to me. First recruiter didn't seem to be a fan. I reached out to a different one and was hired in a week. It was a big place. Glad I had the balls to try a different route though.

Yes, maintain a good relationship and you have nothing to lose. You could interview with other CD's and be perfect for this role.

I just moved over to a new agency that I initially interviewed with 6 months ago. So happy I applied again a month ago because it actually worked out better this time around. Really happy I went for it and definitely recommend trying again. You might end up being the right fit this time.
I'd feel awkward, like going on another date with someone who wasn't interested the first time around.
However, if it's a dream job and the feedback was particularly positive, why the fuck not?
