It would depend on the context. If it's something important, I'd want some direction on when they want the meeting. And there's also the consideration of the other parties, when they're available and so on. But in a very general sense, in the next couple of weeks means, to me, within a week or two.
I would get availability from my boss’ calendar for this week and next, then poll the other attendees…if nothing lines up, ask your boss if he wants you to try to move things around to make this meeting work or can this be moved out further….
Pretty much a very subjective situation.
If the exec is an extremely busy one, the nearest availability on their calendar may be 4-6 weeks out. I have had executives whose calendars were always fully booked weeks or even months in advance.
Here's where being a strategic admin partner comes into play. If you know their priorities and can make a good judgment call on their preferences, you can go ahead with moving things around to make the meeting happen quicker. Just a Disclaimer, it usually takes either a very senior EA/EBP or one who has built deep trust with the exec to take this type of decision without having to run it by them constantly.
If they aren't exceptionally busy, I'd say 2-3 weeks at most

Within two weeks for me. If I know there is someone in the meeting that is notorious for "urgent conflicts that come up", I schedule it on the early side knowing there is a chance it will get pushed.
