At least you wouldn't need to decide anything until after you got accepted or rejected for the government role.
If you take it, tell them 1) This is a dream opportunity you can't pass up and 2) You appreciate the opportunity, but think there is a skills or culture mismatch or something like that.
Honestly, I've seen plenty of companies lay off people for dumb reasons so don't feel too bad. They'll be fine.

For OP, the job announcement will have to say something to the effect of recruitment incentives authorized, otherwise no dice on getting stuff like sign on bonuses/training/etc repaid.
Some federal orgs do indeed authorize recruitment incentives, but it varies from one org to another org within an agency, let alone from one agency to another.
The kicker is that the position has to be announced with the incentives, they can't be added on after the fact.
I wouldn’t say anything until you have your final offer. If it requires a clearance it could take a while for that to to through and you should stay at your current job until you are through that process. Good luck in the interview!
If you wait for final clearance, you could easily pawn it off 6+ months later saying the type of work wasn’t really a fit for you.
Take the interview and then decide. You are the captain of your career.

You just tell them that is/has been your goal and it’s an opportunity you can’t pass up. Give them a reasonable time to replace you and exit as gracefully as possible. No one reasonable is going to give you grief or blacklist you if you don’t screw them over.
Wait till you have an offer, then tell your company the truth - you applied to the opportunity before accepting your current role and it is the ideal position you were looking for. Obviously the government moves much slower that companies do. Say you enjoyed the brief experience and learning opportunities at your current job.
With a two week notice. I had a guy ghost me at orientation. Trust me quoting after two months is not that bad.
Oh and what really ticked me off, he applied to my new req to find his replacement not even a full week later not realizing it was my req. oh how I wish I knew if Karma got him fired from his other job.
You have to look out and take care of yourself. I am retired now, but when I was a Director, and even a State Govt CIO, I would not hold it against anyone that worked in my reporting chain for leaving for an opportunity they had wanted for a long time.
Get through your interviews. See where that takes you. If you receive an offer, and it justly rewards you and provides you with what you want in your IT career, then resign and get to work at your new employer.
There is a great life, personal and professional, outside of IBM. I was there for 17 years. Leaving ibm is not something you will regret.
