It’s not the fact that you are out of state, it’s simply because there are no jobs.
I believe now might not be the best time to relocate to NYC, unless you've already secured a job. There are quite a few layoffs occurring at the moment. However, if you're willing to take the plunge, I wish you the best of luck!

Since all interviews are done on zoom anyways, you could just not mention that you’re from out of state, if you are willing to move after the offer and don’t expect relocation bonus
This is the way to do it, especially when you’re more junior in your career. They won’t pay to move you, and prefer candidates already in the city.
Unless it’s from another GIANT market or you’ve got some real awards, your experience won’t matter much in NYC. If you can crash at someone’s house for 1-2 months while you look, I’d do that before moving.
An agency won’t hire someone outside NYC when there’s 100 unemployed creatives with your skills that would start literally tomorrow on Saturday.
Reach out to an independent recruiter and tell them you’re thinking of moving to NYC for family reasons (this does not have to be true), see what they come back with
has anyone at your big agency worked in NYC? chat with them about it, in a completely informal way. they might have a connection they’d be willing to put you in touch with, or they might give you a path to how they got there

I would seriously reconsider your career path. If you have 5 years of experience I would stay clear of agencies. There is no job security and ageism is a huge problem for anyone over 45.
With soooo many people unemployed in NYC, they won’t hire someone from out of state, just doesn’t make financial sense.
