Only do one project at a time
Honestly 20% on a project isn’t really possible, in my experience you are always spending at least 50% on something (below MD)
Be transparent. Talk to the pm about your expected time on the project, how inefficient project delivery meetings are eating up your time and capability to get your work done within the agreed role capacity. Any good pm will notice you're spending at least your agreed time in meetings without really getting to the deliverable. This will just end up creating a margin loss for the project. I highly recommend coming into that with data and recommendations to make things more efficient
Candor is always the best policy.
Do not hide, do not suffer in silence, do not enable piss poor planning.
There’s no good way, fractional staffing blows.
I try to enable the team to make decisions without me. Typically work 1-1 to develop a leader in the group so they go to them first.
Candidly, this takes more time up front, but pays off longer term. I’m assuming this isn’t an 8 week sprint and more of an ops project.
Here's the plan. Email your manager with a table/liat showing that for a given week, your allocation was 8 hours, but you were asked to spend Y hours in meetings and Z hours on tasks. Specify the tasks and meetings so your case is more bulletproof, amd the table should show how the work totals much more than 8 hours. Then ask in the message if the manager would like to scale back your involvement, or increase your time allocation based on the data you provided.
If the latter, okay, but if the former, then you can align on which tasks and meetings you shouldn't attend/complete.
It is important that this be in writing and be detailed, as the paper trail will justify either you billing more or being assigned less. If you chat verbally, you are far more likely to be pressured into eating the hours. If you aren't detailed with the meeting time and task time, you may just be asked to work more efficiently, which again results in you eating hours.

Charge more than 20% utilization to the project!
Charge your actual time spent on the project and keep track of where you spent time. Then let the project leadership react and come to you, and demonstrate where you spent time. Surefire way of getting project leadership to take notice
