FWIW I worked with BCBS - completely agree with EY that your aren't going to see anything near consultant level growth at that place. The slow moving culture was dysfunctional but probably makes for a great work life balance if you are competent
I'm currently at BCBS growth at this company is virtually non existent. Pensions mean no one ever leaves and huge younger talent retention issues.

EY1 7 years experience and I’m currently a BI consultant. Level is 3 steps from the CTO and very independent team that acts as consultants internally

Depends on what your priorites are. If you wanted to settle down, no more travel etc, then yes.
If you think this would be a good deal and possible growth opps etc, I dont think so. Cto having an internal consulting team that has a communication role? I dont know if the role will have the visibility and or influence to give you wings in future.
Bcbs are very very slow organizations. Imagining growth there is not something I would do.
I really appreciate that feedback EY 1. Those are precisely the things I’m nervous about. I’m at a boutique consulting firm now and don’t want to make the wrong moves early in my career. Lots to think about if they make an offer
