Is it concerning if a recruiter is dancing around giving you an offer? or is it just busy bc of Q4, coordinating teams, start dates, and covid?

I have an interview coming up with the hiring manager for a senior tech writer role. Should I have data to back up a lot of my examples/experience?

Unfortunately, I don't have a lot of data/numbers to use I just have a lot of anecdotal evidence.

I got an offer from another firm for 24lpa but they have shared the offer letter of DOJ after 2 months and asked me to negotiate my notice period or look for buyout. What should I do in this case? It was great until the candidate wants to renegotiate the base and benefits after the current company counter-offered when the candidate no longer sees the future.
