Not unless you are part of a union or something. At Will generally means they can fire you whenever for any or no reason. Unless there’s a specific procedure in the employee handbook.
I used to work in HR. There's no set procedure for a PIP. Many company policies require managers to deliver verbal or written warnings about an employee's performance before a PIP is delivered. But a PIP can also be the first time an employee is made aware of performance issues.
It is incredibly jarring and, in my opinion, stupid to deliver a PIP without any warning.
I'd encourage your friend to do their best to meet the goals established by the PIP BUT they should start their job search ASAP. They shouldn't mention the PIP in interviews or bad mouth their current employer. Instead, they should explain in interviews that they're looking for growth opportunities.
