Are you asking about how to conduct an advanced/multi field sort while leaving certain rows out of the sort?
So like:

5
6
7
Where you want to ignore 1 and 5 would sort to:
3
1
6
5
7
8
Highlight the rows and columns you want to sort on and press CTRL+SHIFT+L
Similar to that, and the rows I’m ignoring should be clustered with corresponding rows so that when those are sorted the ignored rows move as well but according to the sort of the rows they’re grouped with. Make sense?

So you want the ignored rows to always come after the rows they're after? And is there any pattern to the rows you want to ignore or are you selecting these manually?
The first thought that comes to mind is making a new column with a cloned date tag. If you're manually selecting which ones to not sort, mark it in that column and then just do a regular sort by the new column

1.2.2020
1.2.2020
1.2.2020-1
1.2.2020-1 (row you want to not sort, even if the actual date is like 3.7.1997, you give it a fake date to stick it to the one before)
Idk, what you're asking. The task seems very niche and convoluted, giving a few examples of what you're requesting might help
Create a formula column with an if statement lead. If(whatever criteria identifies your special rows, assign x rank, then follow on the false with a rank formula). Then sort on the rank column.
