We all know the real reason behind the exams/NTS
In addition to wanting more money, it might also make the license more exclusive and selective. Even if your firm reimburses, it's a large upfront cost to be able to pay.
I know candidates and licensed CPA's themselves that want to keep the 18 month window to pass all exams because removing would make the exam easier to get. So there are people that like the exclusivity.
