I get your frustration, especially since the local chief said they would step up enforcement. I had a similar situation when I lived in a rural area - there were plenty of speeders. I ended up getting a radar gun and reporting the license plates of the frequent speeders to the police, who then would contact the owners and issue citations. That seemed to help with the problem.
Try writing a letter to your local sheriff or county commissioners
Explain to them that it’s out of your JD and that you have also expressed concerns with the local PD and that’s all you can do. I would “police” my own neighborhood, let the on duty officers with that agency deal with it. If they won’t, take it to the mayor and city council. They would probably like to know that their PD isn’t addressing issues brought up to them.
The public only sees the unmarked Unit and believes that you can respond at any given time. Since that local agency seems not be enforcing traffic, I would contact the county or state to maybe assist with traffic enforcement. Or, the county judge’s office about your concern to maybe get traffic lights up instead at the intersection.
Where Im living at, I have Zero authority. I gave up on explanations, keep my vehicle in the garage and my personal vehicle outside has a PA state plate the reads “ REN0-911”. If they have humor, they’ll get it. If not, they think im out of area fir sure. Either way Im now let alone from passersby off duty. I dont drink ( etc) so, humor and skydiving are my release since 1991. ( otherwise my head would’ve popped off by now)
